Responsibilities:

• Coordinate evaluation methodology.
• Design and justify sampling strategy.
• Develop data collection tools.
• Train field data collectors.
• Manage and support quantitative survey evaluations.
• Conduct desk reviews of learning, monitoring, and evaluation plans.
• Coordinate data analysis.
• Develop evaluation work plan and design.
• Conduct interviews, document reviews, and observations.
• Review and interpret data, prepare presentations, and draft reports.
• Address feedback and deliver quality evaluation products.

Qualifications:

• Master’s degree in statistics, economics, development studies, renewable energy, or related field.
• Minimum five years of relevant evaluation experience.
• Skilled in survey design, methodology, and tool development.
• Experienced in quantitative and qualitative data collection and analysis.
• Preferred experience in evaluations or studies in Djibouti.
• Experience providing training preferred.
• Advanced skills in statistical software (SPSS, Stata).
• Knowledge of solar energy and sustainable development.
• Familiarity with USAID Evaluation Standards.
• Strong communication, organizational, and time management skills.
• Fluent in English; proficiency in French or local languages preferred.
