Responsibilities:

• Provide capacity development expertise.
• Develop a work plan with timeline, milestones, field visits, and data collection schedule.
• Contribute to instrument development, respondent selection, and data review.
• Ensure data quality in processing and report writing.
• Incorporate gender considerations.
• Use quantitative and qualitative evaluation methods.
• Analyze findings and make actionable recommendations.
• Prepare and present PowerPoint presentations and high-quality reports.
• Coordinate and collaborate with team members.
• Collaborate with DEGRA and local partners for timely reporting.
• Conduct interviews, document reviews, and observations.
• Analyze data and draft evaluation reports.
• Address feedback and deliver quality evaluation products.

Qualifications:

• Master’s degree in public administration, education, social sciences, or related field, preferably focused on capacity building.
• Minimum five years of experience in evaluations, capacity building, training, and organizational development in emerging countries.
• Experience in social research and evaluations.
• Skilled in qualitative and quantitative research and evaluation design.
• Experienced in developing and evaluating training curricula.
• Experience with government institutions and donor communities, preferably in Africa.
• Experience in performance and impact evaluation of donor-funded projects, preferably in Africa.
• Proficient in content analysis and evaluation report writing.
• Knowledge of community mobilization and involvement, including PTAs and CSOs.
• Knowledge of early grade reading, child protection, safeguarding, capacity building, inclusion, and gender.
• Familiarity with USAID Evaluation Standards.
• Strong attention to detail, analytical, and problem-solving skills.
• Proficient in English; local languages advantageous.
