🚨 Mumbai University Introduces Civil Defence Course: A Bold Step Towards Emergency Preparedness

✅ In a major move to bolster India’s emergency response infrastructure, the Maharashtra Government has partnered with Mumbai University to introduce a Civil Defence Course across all affiliated engineering colleges.

This initiative comes at a time of heightened focus on civil safety, following nationwide mock drills prompted by the ongoing Indo-Pak tensions. The course aims to train and empower students with critical life-saving skills and create a new generation of volunteer emergency responders.

🎯 Key Highlights of the Initiative

  • Course Name: Civil Defence Training Program

  • Institutions Covered: All Engineering Colleges under Mumbai University

  • Course Credits: 25 Marks

  • Type: Practical and Skill-Based Learning

  • Target Group: Students willing to serve the nation alongside their academic pursuits

📘 What Will Students Learn?

Students enrolled in the course will receive hands-on training in:

  1. Emergency Rescue Operations

  2. Disaster Management Protocols

  3. First-Aid and Trauma Response

  4. Coordination with Government Agencies, such as:

    • Fire Brigades

    • Municipal Disaster Cells

    • Hospitals

    • State Emergency Services

“This initiative will allow young people to contribute meaningfully to national service while pursuing their education,” said Prabhat Kumar, Director of Civil Defence.

🚨 Why Now? The Growing Need for Trained Responders

The need for civil defence has become more pressing due to:

  • Ongoing Indo-Pakistan conflict

  • Recent mock drills across:

    • Coastal Districts

    • Pune

    • Nashik

    • Chhatrapati Sambhajinagar

Over 10,000 volunteers from the following agencies participated:

  • Civil Defence

  • Home Guard

  • National Disaster Response Force (NDRF)

  • Local Emergency Units

These drills highlighted critical gaps and brought public attention to volunteer readiness, equipment shortages, and training needs.

🛠️ The Current Challenges Faced by Civil Defence

Despite the importance of the Civil Defence Department, it has been operating under multiple constraints:

⚠️ Manpower Crisis:

  • Sanctioned Staff: 420

  • Actual Staff in Operation: Only 135

  • Some Districts Like Ratnagiri and Sindhudurg: Just 1 full-time employee

⚠️ Logistical & Equipment Issues:

  • Aging Ambulances and Emergency Vehicles

  • Faulty or Missing Sirens

  • Lack of modern training equipment

“Many vehicles are on the verge of being scrapped,” an official revealed.

💰 Financial Support for Volunteers

Currently, Civil Defence volunteers receive a daily allowance of ₹150, which is considered insufficient given their crucial role.

Proposals Submitted to the Government Include:

  1. Increasing daily allowance to ₹500

  2. Recruiting additional manpower

  3. Upgrading training tools and emergency gear

  4. Enhancing transport and medical infrastructure

The government is said to be positively reviewing these proposals to revamp and revitalize the Civil Defence network.
