Job Description:

As a Monitoring, Evaluation, and Learning Specialist, you will design and implement monitoring and evaluation frameworks, collect and analyze data to assess program effectiveness, and facilitate learning processes to inform decision-making. Your role includes developing reports, providing recommendations for improvement, and ensuring accountability and continuous learning within the organization.

Responsibilities:

• Manage evaluation methodology.
• Design and justify sampling strategy.
• Develop data collection tools.
• Train field data collectors.
• Analyze quantitative data.
• Conduct desk reviews of MEL plans and documents.
• Collect qualitative data via KII and FGD methods.
• Develop evaluation work plan and design.
• Participate in data collection, including interviews and observations.
• Collaborate on data interpretation and draft reports.
• Prepare and present preliminary findings.
• Address feedback and deliver quality evaluation products.

Qualifications:

• Master’s degree in relevant field (statistics, education, etc.).
• Minimum five years of relevant evaluation experience.
• Skilled in survey design, methodology, and tool development.
• Experienced in quantitative and qualitative data collection and analysis.
• Preferred experience conducting evaluations in Djibouti.
• Proficient in survey analysis.
• Experience providing training preferred.
• Knowledge of early-grade reading, child protection, safeguarding, inclusion, and gender.
• Advanced skills in statistical analysis software (SPSS, Stata).
• Familiarity with USAID Evaluation Standards.
• Strong communication, organizational, and time management skills.
• Proficient in English and French; local languages advantageous.
